How to do this interactive map using HTML?

I need a US map showing 50 states, and when user click on a state, a popup tooltip box will be displayed with our reseller information in that state, and also a hyperlink to the reseller's home page.

I found an interactive map software here: http://www.imapbuilder.com/templates/index.php?id=us. But it is in Flash format. I need a HTML version so that I can use PHP to define the links and data dynamically. Any suggestion?

Are you interested in building something or just getting something out of the box?

I can envision an HTML solution, but I think it would be tedious, at best.

You can use Flash in conjunction with PHP. You could do this a couple of different ways. PHP could write an XML file that could provide the data to Flash. Or, you could still use FlashVars, I think.

you can use "hotspots" and then list the information you want to include in it.

hotspots would be your best bet unless you know how to integrate flash and PHP, which isn't too complicated but hotspots are easier.
