I'm not sure if you're just not showing extensions, or if this file hasn't been given one.

Also, on my machine, the files display different icons depending on wether the file is HTM or HTML.

I'd drag and drop it into a browser window, and so long as it is the page you are expecting, I'd attempt to click:
File | Save As... | index.html

Save in the same folder with a slightly different file name, and see what happens to the icon fo that file.

Then I'd drag and drop the file onto windows notepad, then try saving as an htm file.

Or I'd open the file in a browser window, view the source code, then copy and paste that into notepad, then "Save As..." filename.htm"

Cheers...

Maybe try making netscape or somthing your default browser, then open it in IE and when IE asks if you want to make IE your default browser say yes ? or if you can find a copy of the tweek UI or tweek XP i think it is, it has some sort of icon rebuilder in it. (though ive never tried using the icon builder)
