I want to on my webpage after people vote that it goes to the thank you screen but at that thank you screen i want it to wait 5 seconds then redirect to the home page whats the code to do that?

Add this within the head tags of the thank you page:

Now whats the code to have a drop-down menu with items in it that when you click on one it directs you to the subjected page. I need one with 9.

There are literally thousands of variations on how to do it. For this answer, I'm going to suggest doing a Google search for "drop down menus" and pick one that comes close to what you want. There are also several links there that will simply generate the code for you.
