Well, here's the deal. The way I understand M$ did it, is that the favicon is stored in the temporary internet files. So as a result whenever you clear your temp files, or the favicon file expires from cache, guess what happens? The favicon disappears. I find it very difficult to believe that they would not have known that this would happen. That's why I say I think they did it that way on purpose. They could have just as easily done it the way Mozilla and Netscape did and made it permanent.
