Mega Drop-Down Navigation Menus

I'm sure there will be instruction on this site somewhere but I searched and can't find them, so can anyone point me towards instructions for making Mega Drop-Down Navigation Menus, with mouse hover opening, ideally with with a 0.5 second delay mouse hover and 0.5 second mouse exit delay?

I'm looking for instructions for something pretty much like the Ozzu main menu but with mouse hover control, rather than clicking to show it and hide it.
