am i wrong?
why it alway refresh and dont link2 setting website?

I'm not sure I understand your question. If you are asking why the page refreshes immediately, it's because you have content="0". Change the 0 to a slightly higher number if you want the page to display for a brief period before refresh. Part 2 of your question I totally don't understand.

my plan is show the loading txt a few second then jump to the other url.

but now can't link to setting url?

You've got a quote instead of an equal sign in front of the address. It should be:
