Need help on menu bar

I have studied for a week already i m so confused all I wanted is to create a horizontal menu drop down bar.
I am completely blank at html,dhtml java scripts.
What is the simpliest way to create a menu bar is it possible to save a website the copy the menu bar change the bar name on HTML after pasting on web authoring software. like frontpage etc.
Tried a few programs seems to fail. copy code on HTML but on preview words just appeared. Thanks in advance. Please show me the way. How about copy and paste method? from save webpage. Thanks again.
