Nested Table Problem

I have two tables the first is set to 100% width and Hieght. The second table is set to 768width and 100% hieght with a gif to tile down. When I load the page all looks great but when I go to another page and back it seems the table colapses on the bottom so it does not expand all the way when I refresh all is fine again. I don't get it anyone know? Thanks

Yes, some times I have the same problem.
