I am trying to workout if you can angle divs no more than about 25 degs and the content within the divs to be angled as well.

Well, hold out for CSS4 (or whatever version finally includes angling), but in the mean time, you can angle text using a javascript approach. If that doesn't rub you right, then you'll have to use images to give the angled appearance. Same goes for the div - I would create an angled-looking image to use as the background.
I'd love to change the world, but they won't give me the source code.

Not yet, I don't believe. However, there is a new -moz-transform CSS property which apparently currently only works in Firefox 3.5

Take a small notebook and place it under either the left or right side of your monitor. This should give the desired effect.
