If you are looking for a program to build the site in, my suggestion would be Dreamweaver, by Macromedia.

http://www.macromedia.com/software/dreamweaver/

however such programs you are looking for, generally require a working knowledge of basic coding. There no programs I know of that will build a template for you. You can alsoe try Microsoft Frontpage, or CoffeCup HTML Editor.
If you want just a web template, you can get a free one to download at: http://www.freewebtemplates.com

I don't think this is exactly what you're looking for, but it might accomplish your purpose. I installed it once and it seems a very workable open source solution:

Personally I like frontpage because you can do a lot. I tried dreamweaver for like 2 days but I couldn't seem to get used to it. Making layers and such is very difficult in dreamweaver. Frontpage is very easy to use but it is easy to get your code all garbled and a mess that is barely working if you don't watch what your doing. CoffeCup HTML editor is worth a try but again, not my style.

Frontpage is more money but overall it has a lot more features including a great FTP system.
