I was wondering if there was a code that enables me to use random images whenever people visit the site without using javascript or anything fancy like that.

No. You'll need to use javascript at a minimum. This can be done with other programming languages but there's a ton of simple javascripts that will do it fairly easily. You should be able to find plenty of them with a Google search.
