Scaling Background Image

I am trying to get my website background image to change depending on what size the viewers browser window is.

visit airforce com/opportunities/officer/

This is what I would like my background image to be like. It is fixed in the top left of the screen and the resolution does not get distorted when the browser window changes size. Any help would be much appreciated. Have been stuck on this for hours.

The site, which quite beautifully put together, uses Flash and jQuery extensively. The background image is actually an individual Flash file.

Their site is way cool. :) Very nice usages of jquery throughout - I admire what it's capable of. US Military always have such nice, inviting sites. :)
I'd love to change the world, but they won't give me the source code.
