Should telephone links be used? Is there a standard?

I recently ran across a link in a page I was told to post:

<a href="tel:517.353.XXXX" value="+15173533123" target="_blank">call 517.353.XXXX</a>


This link is made to facilitate mobile devices, but it also shows up as a link in both chrome and firefox. And that is what bothers me. Is there a css 1 or 2 standard that can be used? or must I create a separate mobile device style sheet?

Do you have skype installed? I think that skype automatically makes those into links.

Most of my visitors are on mobile devices. I would just have Javascript dynamically generate a "dial now" button beside the unlinked phone number when "iphone, android, blackberry, etc" were found in the user-agent. I don't think I've seen a mobile visitor yet with Javascript disabled.
Strong with this one, the sudo is.
