Site View in Netscape & IE

Good Afternoon All,

I am having a heck of time trying to get a template to show somewhat correctly in Netscape and IE. I've changed the HTML several times, but what works for one browser doesn't work for the other. The page is:

In netscape, a scroller appears and the text is shown correctly. In IE, the text cascades down the left side of the text area. I've tried aligning it center, but that doesn't work in IE either. It may be something simple that I'm overlooking, but I can't see it.

Have you tried html at 100%, this then should suit all browsers
