There are quite a few ways you could do that...Its a very ambiguous question.

You could set up two MySQL databases one for members and one for people whom arent members.

One the pages only display the forums that are open for NON-Members.

In the code have a statement within the pages that asks for the presence of a logged in member. If the member is logged in then display the closed forums on the page aswell.

That to me seems like a sound way to do it.
