Thinking about helping a friend with this site. Should we start over, or can it be salvaged?

It can be salvaged. I don't think it's that bad at all.

Agree to the above, but I think it really depends on what you want to do with the site.
Just maintaining it won't be a problem. But if you would like to change the design, I would start all over.

I would suggest a redesign, make it a bit more modern, lighten up the colors. it looks a bit dated as it is.
Eagles may soar in the sky but weasels don't get sucked into jet engines.

I agree with celandine. The site looks like something straight from the 90's. The colors make me dizzy. :turn-l:

I would start over and not choose a quick site design. It's like a prefab web site. Homestead has a site builder where you can start a web site from scratch with out using their elements. I would recommend to stay away from their elements a much as possible. They have a bloated code. For example use text links instead of the amateurish buttons for your menu.
